On 1st July 2004, the retirement ceremony of Master Sergeant William H.Tuttle, former commandant of Misawa Airman Leadership School (MALS), was held at Misawa NCO Club. Mr.Ozawa (Head of Misawa Branch) and Mr.Yamamoto (Director of Same) attended the ceremony from Japan America Air Force Goodwill Association (JAAGA). While MSgt. Tuttle contributed for the education of JASDF airmen at MALS, participated positively to the various volunteers activities in Misawa city as the vice president of Japan-U.S. Friendship Club of 35th Air Combat Wing and the great contribution was carried out to US-Japan friendship. JAAGA presented the note of appreciation to the distinguished services and the contribution for the friendship improvement between two countries during his assignment for commandant. The ceremony which started with the performance of national anthems of the United States and Japan was very solemn and impressive. The most impressive things were that Madam Tuttle recieved the the letter of thanks signed by Chief of Staff of U.S. Air Force and the commander of Misawa Air Base, and and JASDF airman (graduate of MALS) and Misawa regident participated in the ceremony of National flag conferment. All participants celebrated his happy retirement, and blessed his happy future. (Reported by Ozawa, Head of Misawa Branch)

Dear Master Sergeant William H. Tuttle,

  On behalf of the Japan America Air Force Goodwill Association, I wish to convey to you our sincere appreciation for the outstanding contribution you have made to the vital Japan-United States security partnership. You were assigned as the Vice Commandant of the Airmen Leadership School of the 35th Fighter Wing in July 1997, and promoted to the Commandant position in July 2001. During these 7 years, twenty Air Self-Defense Force airmen were accepted to take the opportunity to learn leadership in your school. Some airmen who graduated from this school were selected to participate in the Air Self Defense Force English Speech Contest and contributed in encouraging a voluntary atmosphere to the language management involving Japanese-American cooperation. Some graduate airmen became the nucleus coordinating personnel and played an important role in mutual understanding between Japan and the U.S. Joint exercises.
  Furthermore, your devotion continued as the Japanese and American Friendship Club Vice Chairman in the 35th Fighter Wing and your voluntary work in the English conversation classroom for Air Self Defense Force personnel and Misawa citizens.
  Your distinctive efforts reflect the highest standards of respect and professionalism and have served to further bilateral relations between Japan and the United States of America. On this bright and honorary day when you retire from your long service to the US Air Force. I would like to present you this Note and small gift with respect.
